What is he thinking????

To make a long story short when me and my ex were together we was at a party and he was sicking his hand down other girls shirts. He went outside to smoke with everyone else and it was just me and his best friend steve. Me and steve ended up getting hot and heavy but didnt have and my ex saw us. He broke up with me and wont talk to steve. A few days had ped and he had forgiven me and we talk lke friends but he wont even acknowledge steve. Thing is, is that I am really starting to fall for Steve. I dont know if it is lust or not. Anyway me and Steve agreed that we should have with each other. What I am confused about is that he said that he wants to wait even though I said that I would keep quiet. He is always looking at me at work and always laughs when I am talking and being my usual self like I am funny. He even text me first for once. What is he thinking???
