How to apply I 212 nonimmigrant in canada?

got deported from USA for more than ten years now and i am currently residing in canada with a work permit i am wondering where could i fil the I 212 bec it says here that you are allowed to apply for the I 212 only if the officer will ask you to do but when i applied for A US VISA a year ago officer just denied me as soon as he learn that i got deported he didnt ask me to file the I 212
