Is this Neon Tetra Disease?

It's not ick. Ick are tiny white speckles like salt. From what you're describing I'm guessing it's a type of tumor/growth. Although uncommon, it's not unheard of. There's really nothing you can do about it unless you were willing to pay for a little fish surgery (not worth it for the tiny fish). Just make sure they have good water, a healthy diet, and help them live the rest of their life as happy as possible.
